Free State Studios/Sunflower Broadband provides one (1) Digital 8 and (1) Hi-8 consumer cameras and tripods for public access producers. If you are interested in becoming a certified public access producer please contact our public access coordinator, Kevin Hoehns.

Policy

1. Eligibility
   1. Non-discriminatory access
      1. All minors must submit a parental consent form.
      2. Preference for community members.
   2. Initial interview with Public Access Coordinator required.
   3. Submit completed application for certification.
2. Services & Facilities
   1. Sunflower Broadband offers cameras and editing equipment accessible to the public as required by franchise agreement with the City of Lawrence, Kansas.
      1. Access Producer must provide all other materials.
      2. All programs must be submitted on required format.
      3. Sunflower Broadband reserves right to prescreen and reject programming that is of inferior technical quality.
   2. Editing suite facility will be made accessible to public during business hours.
   3. Training tape/materials will be made available to all certified users.
   4. Equipment reservations will be scheduled by Public Access Coordinator.
   5. Certified producers are responsible for damage to equipment/facilities entrusted to their care. Damages/misuse may result in immediate suspension of privileges pending a full investigation and restitution, if appropriate.

   1. Prohibited Programming
      1. Commercial programming
      2. Lottery or gambling information
      3. Material that is obscene, libelous, or slanderous or in violation of law
   2. Signed releases required
      1. Talent releases
      2. Copyright and Trademark Authorizations
   3. Public Access programming will be scheduled by Public Access Coordinator
